Sena still wants deputy CM's post, new hurdle in power-sharing talks - Times of India

MUMBAI: With Matoshree staking claim to deputy chief ministership, the Shiv Sena-BJP talks on sharing of power have entered a delicate stage, sources said on Saturday. Sena's Anil Desai is said to be holding parleys with Union ministers Arun Jaitley and Dharmendra Pradhan on his party's share in the state cabinet.

Chief minister Devendra Fadnavis on Saturday visited the Balasaheb Thackeray memorial at Shivaji Park and paid respects to the late leader. The gesture will help create a better atmosphere for talks, said a state BJP functionary.

Sena president Uddhav Thackeray's parleys with BJP president Amit Shah on the sidelines of the swearing-in function in Mumbai on Thursday cleared the decks for resumption of power-sharing talks.

The BJP is willing to offer ten ministerial berths to the Sena, including five cabinet rank portfolios and five state minister's posts, it is learnt. The BJP has also indicated that Sena's two cabinet ministers and two ministers of state could be sworn in before the state assembly begins its three-day session in Mumbai on November 10.

Keen on moving the trust vote on November 12 and proving its majority on the floor of the assembly, the BJP wants Sena ministers to join the state cabinet by November 9 or 10, a state BJP functionary said on Saturday. However, the Sena's demand for deputy CMship has created a fresh hurdle in the ongoing negotiations, it is learnt.

While Fadnavis has made it clear that there will be no deputy CM's post in the government, the Sena is of the view that it has a legitimate claim to the post which had gone to the BJP in 1995 when the saffron combine was in power in the state.

"The Sena displayed magnanimity and created the deputy CM's office for the BJP in 1995. Mind you, the deputy CMship has no Constitutional sanction. Yet we brought it in to make BJP happy. Later, Congress-NCP too retained the post for 15 years. Now, BJP should give the post to us," said a senior Sena functionary.

A section in the Sena is not amenable to Matoshree's idea of joining the BJP government. Many from the party's middle echelons think that with a strength of 63 MLAs, the party should play the role of a responsible Opposition and keep the Fadnavis ministry on its toes. This section is in a minority, though.

"We are close to resolving the crisis. Talks (with the Sena) are substantive and constructive," said senior BJP minister Sudhir Mungantiwar on Saturday.

Sena leader Neelam Gorhe said the decision (on Sena joining BJP regime) can come "anytime soon". "It could be today or tomorrow," Gorhe said. But she parried questions on the power-sharing formula. "That you will come to know only from Uddhavji Thackeray," she said.

Intense lobbying has begun in the Sena to get ministerial berths, sources said. Matoshree's list of probables includes Subhash Desai, Anil Desai, Ramdas Kadam, Divakar Raote, Neelam Gorhe, Deepak Sawant and Eknath Shinde. The glitch is that barring Anil Desai and Eknath Shinde, all are members of the council. If sworn in as minister, Subhash Desai will have to get elected to the council as he has lost the assembly poll.
