Modi floats concept of 'SMART' police - Times of India

Guwahati: It's time police in India became smart, at least that's what Prime Minister Narendra Modi feels.

Modi on Sunday presented his concept of 'SMART police' — a force which is strict yet sensitive (S), modern and mobile (M), alert and accountable (A), reliable and responsive (R) and at the same time techno-savvy and trained (T).


Speaking at the annual conference of DGs and IGs of police here, Modi said, "We need a good police force which can take care of the country's law and order in an efficient manner and in this context, I have a concept of SMART police. When I talk about this concept, I mean police needs to be strict and sensitive at the same time, modern and mobile, alert and accountable, reliable and responsive, techno-savvy and trained. I am putting this concept for you to discuss," he said.


Addressing the concluding session of the two-day conference, Modi spoke about the police leadership's responsibility to institutionalize the memories and acts of bravery of 33,000 policemen who have made the supreme sacrifice in the line of duty since Independence. He also stressed on the need for a stronger and effective police welfare system.


"After Independence, 33,000 policemen have become martyrs and this is not a small incident. Even police do not know about this. How can we expect the common people to know about it," said Modi.


While asking for setting up a task force to suggest ways to institutionalize the memory of police martyrs, Modi said a protocol for performing the last rites of the fallen policeman should be formulated as a mark of respect.


"I think the police academies in each state can include a chapter on the lives and acts of bravery of police martyrs from the respective states in the syllabus for the new recruits. There can also be e-books in all states in state and national language. This is a small project but would be of immense encouragement to others," Modi said. On Saturday, home minister Rajnath Singh had announced setting up a national memorial of police martyrs in New Delhi.


Stressing on the welfare of police personnel and their families, Modi said, "Police personnel can't perform their duty well if their families are not taken care of. Issues such as health of the family members and education for the children of police personnel should be a priority. It is the duty of the government to develop a system for the welfare the families of policemen," he said.


Taking a dig at Bollywood for staying away from projecting the police force as a protector force, Modi said the government should set up a PR firm to meet film directors and producers and change their mindset. "I haven't seen too many films where the police have been shown as a good force. We need to change the image."


He suggested that every police station should have a website to propagate the good deeds done by the force. "I started in Gujarat when I was the chief minister. I do not know now if the system is still working. Each thana should upload one positive story a week, which shows the good work done by them. There should not be anything artificial," he said.


Modi started his address saying that from Chanakya's time, the primary source of security for any society is an effective intelligence network. "A good intelligence network ensures minimal use of force. A country which has an efficient intelligence network does not need any arms and ammunition to run the government," he said.
