GUWAHATI: PM Narendra Modi laid down policy on terror and international security issues during the second day of the 49th All India DGPs and IGPs conference in Guwahati on Sunday.

Addressing the DGP/IGPs conference in Guwahati, PM Modi said that a good intelligence system is key to effective internal security.

PM Modi congratulated the officers who were being honoured at the meet and said that a tradition has been broken by holding the conference in Guwahati instead of Delhi.

"The security meet in Guwahati is a morale booster for the northeast," Modi said.

"After Independence many police officers sacrificed their lives for the nation, and this sacrifice should be known."

"We cannot let their sacrifices go in vain. For us their sacrifice cannot die," PM Modi said.

"Can't we come out with an e-book in the states on the martyrs of the police force. Their effort can inspire a lot of people," Modi said.

Addressing the police welfare issue, Modi said that an officer may be good but a comprehensive plan is needed to ensure the welfare of their families.

Calling for the need of a smart police force, Modi said, "Police should be 'SMART', S - sensitive and strict, M - Modern and mobile, A - Alert and accountable, R - Responsive and reliable, T - Tech savvy and trained."

The director of Intelligence Bureau in Guwahati, Asif Ibrahim, who addressed the meet earlier, said that terror outfits like ISIS and al-Qaida are a serious challenge for India.

The meet comes two days after the arrest of an ISIS recruit from Kalyan who returned to India.

Addressing the 49th DGPs/IGs conference in Guwahati on Saturday, Union home minister Rajnath Singh had raised the issue of ISIS and called it a major security threat.

"Islamic State is a major challenge. Some youth are swayed by its ideology," Rajnath Singh said yesterday.

The home minister also added that the country is united to fight any anti-national activity. "Muslims fought for India's freedom like Hindus did. Al-Qaida won't succeed in their motives," Rajnath said.
