Rajnath tells top cops to win people's trust - Times of India

Guwahati: Union home minister Rajnath Singh on Saturday asked the director-generals of police (DGPs) of all states to improve the functioning of the police force and minimize the trust deficit between police and citizens.

Inaugurating the two-day 49th all-India conference of DGPs and IGPs here, being held for the first time outside New Delhi, Singh said it is time the country's police force make use of modern technology for better surveillance.


"Our force has to be modern, people-friendly, fearless and helpful. People have to feel safe the moment they see even a constable," he said.


"In my last visit to Israel, I have seen how police use technology, especially in surveillance. Our experts have understood it. The Israeli PM has assured me his country will assist us in using these high-tech systems," Singh said.


He said CCTVs will be installed along national highways by 2019.


He added that police need to find ways of monitoring cyber space. "Cyber space is helpful in intelligence-sharing.


At the same time, it is used for circulating misinformation. We need to monitor cyber space. The problem is that there is no server in India. This issue should be discussed at the conference," Singh said.


Before giving away medals and certificates to meritorious police officers, Singh heaped praises on policemen who have laid down their lives in the line of duty and expressed his regret at the absence of a memorial for them.


"When I see our men in khaki, a spontaneous sense of responsibility builds within me. The martyrs have sacrificed their lives for the country, but there is no memorial to honour them. We are building a national memorial in New Delhi and Rs 50 crore has already been earmarked for it," Singh said.


He said he is concerned about the long working hours policemen have to endure.


"They are human beings. I appeal to state governments to fill up all vacancies in police departments. The Centre is ready to assist them," he said.


Addressing officers who are on the verge of retirement, Singh said their vast experience should be harnessed. "We will discuss how your expertise and experience can be used in ensuring the security of the country," he said.
