UT budget up by 40% - Times of India

CHANDIGARH: The UT administration's budget allocation for the year 2015-16 has increased under plan category by nearly 40% with its ceiling being fixed at Rs 860 crore in comparison to current year's revised allocation of Rs 613.05 crore.

Under non-plan head, there was an increase of approximately 6% with the budget estimates being fixed at Rs 2,971.47 crore from the current year's revised allocation Rs 2,803.43 crore.


The important thrust areas in the budget were education (20%), medical and public health (22%), urban development (19%), transport (12%), housing (5%), social security, social welfare, including empowerment of women (3%). During annual plan of 2015-16, there was an effort to further upgrade Chandigarh by providing better infrastructure, implementation of IT and responsive governance system.


Transport


An additional amount of Rs 50 crore has been provided under the transport sector for the purchase of roughly 280 buses that were expected to be received in the next financial year and to provide fuel and wages for drivers and conductors to be engaged through outsourcing. This makes a total budget of Rs 100 crore available to the transport department.


Education


An additional amount of Rs 50 crore has been kept aside for school education, taking its total allocation to Rs 135 crore. This was for providing electronic teaching aids in all classrooms up to Class VIII, to construct new toilet blocks and ramps and to provide additional sports facilities.


Higher education


A sum of Rs 20 crore extra has been kept for construction of college hostels, mainly for girls, and to complete the building of a commerce college. The total budget for higher education was Rs 40 crore.


Govt Medical College and Hospital, Sector 32


To complete the finishing work of Block 'E' of GMCH-32 and take forward the constructions of Mental Health Institute, an additional fund of Rs 50 crore has been kept for GMCH-32 with a total plan allocation of Rs 128 crore.


Social security and social welfare


The social welfare department has been given additional funds of Rs 5 crore for upgrading buildings. Even the high court had directed to enhance its overall budget.


Police


The police department has been given an additional amount of Rs 5 crore under the object, "Police Allied Buildings and Construction of Houses" for police personnel with a total outlay of Rs 17.37 crore


Sports


A sum of Rs 10 crore has been kept for sports complex at Manimajra. The municipal corporation (MC) has agreed to give 10 acres of land for the purpose.


Engineering department


The engineering wing of UT, Chandigarh, has been provided with an allocation of Rs 108 crore against Rs 75 crore of last year. This has been done for lighting up Capitol Complex, implementation of intelligent traffic control system, construction of bus shelters and restoration of some iconic buildings among others.

102.45 crore for MC


Funds to the tune of Rs 102.45 crore have been kept in plan budget estimates (2015-16) for the municipal corporation to carry out various developmental works under different services such as Rs 84.07 crore under urban development for city roads and other amenities such as sewerage, storm water drainage, electrification, civic works and horticulture and solid waste management. A sum of Rs 11.25 crore has been kept for augmentation water supply system, Rs 2.25 crore for improvement and argumentation of infrastructural facilities in villages under the jurisdiction of MC, Rs 2.25 crore under primary education for better infrastructural facilities, Rs 1.50 crore for primary health care, Rs 1.13 crore for miscellaneous works.
