MUMBAI: Industrialist Anil Ambani on Friday said fear of the three Cs - CBI, CVC and CAG - was slowing down decision-making.

Pitching for protection of government officials, the chairman of Reliance Group said that quick decisions usually "raise eyebrows" and bring them under the scanner of investigation, vigilance and audit agencies. While clarifying that he was not asking for a non-transparent system, he quoted government officials as saying, "The best thing for us to do is not to take decisions because then we're protected."

He praised the recent coal ordinance in this respect, saying, "All officials who are involved in the coal auction process have been protected from any further legal scrutiny and criminal scrutiny in future."

"Being a large investor in Maharashtra, we've faced a number of obstacles; speed of decision-making has been very poor," he said at 'Mumbai Next', an interaction between Maharashtra chief minister Devendra Fadnavis and businessmen and bankers including Reliance Industries chairman Mukesh Ambani, Tata Group chairman Cyrus Mistry, and SBI chairman Arundhati Bhattacharya.

Mukesh Ambani asked finance minister Arun Jaitley, who joined the conclave over videocon, "Several projects are stuck for many years in Mumbai and we would like to know how the government intends to improve the financing and execution of projects including those relating to infrastructure and education which have been in limbo for long and is affecting the growth of the city?" He blamed poor coordination between the Centre and the state for some of the problems.

In his response, Fadnavis promised full help, saying he would "ring fence" his officials. "I feel if the initial processes are transparent, then if you take a quick decision, it cannot be questioned. If at the time of initial decision-making if you start to pick and choose, then finally you end up in a soup."
