Hooda skips Khattar's oath ceremony, says not invitedkavit - Times of India

PANCHKULA: First BJP chief minister of Haryana Manohar Lal Khattar was sworn in along with nine ministers in the presence of Prime Minister Narendra Modi, several senior party leaders and CMs of saffron party-ruled states on Sunday. However, outgoing Congress chief minister Bhupinder Singh Hooda skipped the oath ceremony, saying that he did not get an invitation.

"I was the officiating chief minister and any administrative official would have located me and given me an invitation as the protocol requires. But I didn't receive an invite. Had I been invited, I would have received the prime minister and would have attended the function. I am a democrat after all," Hooda told TOI.


An official press release, however, said, "An official from the DC office in Rohtak delivered the invitation at Hooda's Rohtak residence at 1pm on Saturday. Officials have also sent invitation to Deepender Singh Hooda, MP, Rohtak.''


"Also, one chair was exclusively reserved for the outgoing chief minister on dais. Hooda's name also figured among the dignitaries who were to receive the Prime Minister at Chandigarh airport," the release added.




Outgoing CM Bhupinder Singh Hooda skipped the oath ceremony saying he didn't get invited.


Khattar, a Punjabi and a first-time MLA from Karnal, was administered the oath by governor Kaptan Singh Solanki. He is the 10th chief minister of Haryana, which was carved out of Punjab in 1966.


Khattar seemed to have the full backing of both the government and the party as Amit Shah, Rajnath Singh, Sushma Swaraj, Piyush Goyal, Krishan Pal Gujjar, Maneka Gandhi, V K Singh and Ram Vilas Paswan were present at the ceremony. INLD's Abhay Chautala and former BJP MP Navjot Singh Sidhu were also present.


The party has performed a balancing act in cabinet formation. The politically influential Jat community has been represented by former spokesperson Captain Abhimanyu and former president of BJP Kisan Morcha Om Prakash Dhankhar. The Yadavs from south Haryana have been represented by Rao Narbir Singh and Vikram Singh Thekedar. Cabinet ministers Abhimanyu and Dhankhar, and ministers of state Bedi, Kamboj and Thekedar are first-time MLAs.


The six cabinet ministers are Kavita Jain, state BJP president Ram Bilas Sharma, Abhimanyu, Om Parkash Dhankar, Anil Vij and Narbir Singh. Three others — Vikram Singh Thekedar, Krishan Kumar Bedi and Karan Dev Kamboj — are MoS (independent charge).


BJP had given tickets to 40% candidates who came from other parties. However, they have mostly been ignored in government formation. Only Thekedar, a close associate of Union minister Rao Inderjit, has been given a ministerial berth. Khattar has kept four portfolios vacant to adjust more MLAs in the future.


The party had won 47 seats in the 90-member Haryana assembly. Four independent legislators and BSP's lone MLA have also supported the BJP government.

Ram Bilas Sharma (66) A four-time MLA, he was once Haryana's education minister in the Bansi Lal government. He is the state BJP president and represents Mahendergarh constituency in the assembly. He was accused of trading party tickets during assembly as well as Lok Sabha elections


Capt Abhimanyu (46) A jat face in Khattar's cabinet, he is first-time MLA from Narnaund. An entrepreneur, his name figured in the coal scam. He made a mark by working with BJP national president Amit Shah as co-incharge of Uttar Pradesh in Lok Sabha polls


Om Parkash Dhankar (53) Once national president of BJP's farmer cell, he was elected from Badli assembly constituency and is another jat leader chosen by Khattar. He had unsuccessfully contested Lok Sabha elections from Rohtak parliamentary constituency


Anil Vij (61) Known for his plainspeak and willingness to take on the opposition, he was president of BJP legislative party in the last assembly. He has made it to the assembly for the fourth time from Ambala cantonment constituency. He was the first to say BJP should go it alone in the assembly elections


Kavita Jain (37) Representing Sonipat city for the second time, she is the wife of Rajiv Jain, former media adviser to chief minister Bansi Lal of HVP-BJP alliance. She is the only woman in Khattar's cabinet


Rao Narbir Singh (55) He was a minister during HVP-BJP rule in 1996 to 1999. He is a second-time MLA and has been elected from Badshahpur assembly constituency


Ministers of state with independent charge


Krishan Bedi (47) A realtor-turned-politician, he is a dalit leader in Khattar's cabinet. A first-time MLA, he defeated youngest MLA of last assembly Anil Dhantori from Shahabad (reserve), a Congress candidate hand-picked by AICC president Rahul Gandhi


Vikram Singh Thekedar (44) A close confident of Union minister Rao Inderjit Singh, he was also his election manager during Lok Sabha polls. A first-time MLA, Vikram is Rajput face in Khattar's cabinet. He has been elected from Kosli assembly constituency. Rao Inderjit had lobbied for his candidature after BJP high command announced to decline tickets to kin of sitting MPs


Karandev Kamboj (53) First-time MLA from Indri assembly constituency of Karnal district, he is believed to be one of the dark horses who emerged as surprise winner of the party. He represents backward classes in the cabinet
