NEW DELHI: The Home ministry had alerted Delhi about the possibility of communal tension around Diwali and advised preventive action. TOI has learned that on October 20 the ministry issued an advisory warning of communal tension in several parts of the country, including Delhi, ahead of Diwali. A message, referred to as TPM, was issued in this connection by the director of Intelligence Bureau on October 18, a source said.

The advisory, accessed by TOI, was addressed to all chief secretaries, the police commissioners of Delhi and other metros, and directors general of police in the states, asking them to ensure proper vigil and patrolling in sensitive areas.

"It is necessary that proper security arrangements be made at places of worship, especially in the communally sensitive and hyper-sensitive areas to prevent disturbances. There may be a vigil on spreading of provocative material in cyberspace as well. Adequate crowd control measures should be ensured around mandaps, pandals and places of congregation," the note reads.

The Trilokpuri riots have added to police's worries as there have been several incidents in quick succession coinciding with reports of fresh elections in Delhi. Tension was reported in Chandrawal Village near Majnu ka Tila in north Delhi since Thursday evening but police defused the situation. Two weeks ago, there was tension in the Bawana area of northwest Delhi ahead of Eid. The Home ministry has sought a report from Delhi Police on the Trilokpuri riots, the source said.
