DU agrees to roll back FYUP, admissions from next week - Times of India

NEW DELHI: The face-off between Delhi University and University Grants Commission over the four-year-undergraduate programme (FYUP) — which had held up this year's DU admissions — has finally ended with the university's administration conceding defeat.

Vice-chancellor Dinesh Singh, who had kept a low profile in the past few days, on Friday issued a statement announcing that FYUP would be rolled back.


The mood on campus immediately changed, with heated protests giving way to raucous celebrations. A meeting of college principals, convened to deal with the deadlock, was cut short and they were summoned to the VC's office for admission-related instructions.


The first list of cutoffs will now be announced on Monday, with admissions to begin on Tuesday. The admissions were on hold since June 24.


A 12-member committee of principals has been created to facilitate admissions as per the three-year structure, indicating that the DU administration has completely handed over even the responsibility of conducting admissions to the colleges. UGC also stated that it would not micro-manage the admissions.


On Thursday, UGC had outright rejected the DU registrar's letter stating that the university was actively considering a "blended proposal". The commission told DU in no uncertain terms that it would have to comply with its order to restore the three-year structure.


Friday began with the registrar writing to UGC, "The university is in the process of drafting a response in accordance with the spirit of your directives to ensure that the admission process starts soon."


Given the June 23 fiasco over Singh's 'resignation' — there were contradictory reports about whether or not he had quit even as the VC himself maintained a studied silence — protesters remained uncertain about the fate of FYUP.

However, the campus erupted in celebration after the DU administration released Singh's statement saying, "The University of Delhi recognizes the need of the hour. It is of paramount important to protect the interest of the students by ensuring the start of the admission process. In line with the directive of the UGC the university has decided to roll back the FYUP. Consequently the admission process shall be conducted under the scheme of courses that were in force in the academic session 2012-13 in all the colleges of the University of Delhi. It is expected that the principals of our colleges shall assist in devising and ensuring a speedy completion of the admission process."


The brief statement ended a two-year battle that has raged within DU over FYUP.

Meanwhile, the meeting of the college principals' association at Indraprastha College was stopped and a delegation called to meet the VC. After the meeting, the registrar issued a statement saying, "The VC has appointed a committee of principals which will devise the modalities for admissions and advise and monitor all admission-related issues in colleges so that the process of admissions to the undergraduate courses for 2014-15 is completed in the shortest possible time and in a smooth manner. Jaswinder Singh, principal, SGTB Khalsa College will be the co-convener and SK Garg, principal, Deen Dayal Upadhyaya College will be the convener."


UGC stated that the matter stood resolved and this had not been a personal fight against the VC, but about revoking "illegal FYUP". It also stated that since the three-year programme has been restored, the standing committee as an external body will have no role in the internal matters of the university and further decisions on the admissions will be taken by DU only.


The university also convened the academic and executive council meeting at 10am and 11.30am respectively, which is expected to clear the admission schedule and approve the restoration of admissions based on three-year structure.
