NEW DELHI: The Delhi government on Monday banned "all activities" by Uber taxi company after one of its drivers was arrested on charges of raping a woman.

An official statement said the Delhi government's transport department had also blacklisted the company from providing any transport service in the national capital in future.

The cab driver, who allegedly raped a 27-year-old woman in New Delhi on Friday night, was arrested in Mathura, even as questions were raised over security measures provided by Uber.

The background check of Uber cab driver Shiv Kumar Yadav has revealed that he had been arrested on rape charges in 2011 as well. He had allegedly taken a bar dancer who had hired the taxi to a secluded place and then raped her. The accused was in Tihar jail for seven months after the arrest.

He was, however, acquitted in that case later after a compromise followed between him and the victim, police said. The revelation has raised serious questions on the Uber cab service who hired the driver despite him being involved in a sexual assault case.

Police on Sunday night scanned the motor vehicles' record, criminal history and sexual offenders list to ascertain his previous involvement.

The accused was charged in an FIR in Mehrauli in south Delhi where he was accused of raping the bar dancer in 2011. The incident had taken place on December 13. The victim worked at a Gurgaon bar, and had hired a cab from outside Sahara Mall after finishing work around 3.30 am.

The then DCP (south) Chhaya Sharma had told reporters that the incident had come to light around 4.30am when the victim approached a constable stationed at a police picket near her (victim's) residence in Kishangarh area.

The victim first told the police that the cab driver had snatched her chain after which a PCR van had followed the vehicle till Saket but the accused had escaped.

The next morning, the victim again came to the local police station and alleged that she had been raped by the cab driver. She alleged that he had taken her to a farmhouse in Mehrauli area and assaulted her.

A medical examination was conducted and an FIR registered. The police subsequently arrested the driver Shiv kumar Yadav from his house in Deoli area near Khanpur in southeast Delhi.

Statement from Uber CEO Travis Kalanick

"What happened over the weekend in New Delhi is horrific. Our entire team's hearts go out to the victim of this despicable crime. We will do everything, I repeat, everything to help bring this perpetrator to justice and to support the victim and her family in her recovery."

We will work with the government to establish clear background checks currently absent in their commercial transportation licensing programs. We will also partner closely with the groups who are leading the way on women's safety here in New Delhi and around the country and invest in technology advances to help make New Delhi a safer city for women.
