Home Minister Rajnath Singh on Tuesday ordered an inquiry into how BBC filmmaker Leslee Udwin got access to December 16 rape accused. A 23-year-old physiotherapy student was raped and brutally assaulted by six men in a moving bus in Delhi in 2012. She succumbed to her injuries 13 days later. Udwin's documentary India's Daughter tells the story of the horrific incident from the perspective of the convicts and the victim's parents.

The Home Ministry officials accepted that the interview with the convict, shot in July 2013, was a "clear oversight". Mukesh Singh and others were convicted only in September 2013. "In the case of an under-trial, the permission has to be sought from the court. It was not under our jurisdiction to give the permission," said a senior home ministry official. The ministry did not even screen the raw footage.

Udwin later told reporters that she had offered to show the ministry the footage, but no one showed interest. In the documentary, convict Mukesh Singh has said women had only themselves to be blamed for rape. "A girl is far more responsible for rape than a boy," he said. He described the girl's death as "accident", claiming that if she and her friend had not tried to fight back, the gang would not have inflicted fatal injuries. Singh spoke to Tihar Jail director general Alok Kumar Verma in the morning and sought immediate report on the issue.
